He was actively engaged in guiding non-governmental activity for Social Justice —

  • He was also the Chief Patron and former Chairman of the National Action Forum for Social Justice, a voluntary organisation, in which capacity he authored the Dalit Manifesto in 1996 providing a blue-print of specific practical measures required for the development, welfare and protection of Scheduled Castes, Scheduled Tribes and Backward Classes, so that their caste-based deprivations and disadvantages---economic, educational, and social--- are alleviated and removed and they are enabled to reach a level of equality with their non-disadvantaged brethren--- a document placed before different political parties for adoption in run-up to the Parliamentary elections in 1996, 1998 and 1999.  Later he authored the Himalaya Proclamation of Rights & Entitlements of Scheduled Castes (SCs), Scheduled Tribes (STs), Socially & Educationally Backward Classes (SEdBC) including SEdBC of Religious Minorities (SEdBCRM) in 2005. He was looked upon as an authority on all matters pertaining to the SCs, STs and BCs including BCs of Religious Minorities.  His name is recognised all over the country among SCs, STs and BCs and among all political parties and social activists for his commitment to Social Justice, long experience and unique expertise in matters pertaining to SC, ST, and BC in all parts of the country.​

  • He was also closely associated with a number of non-governmental umbrella organizations working for SCs, STs, BCs, BCs of Religious Minorities, Women and Children.

  • He was also Chief Advisor, National Coalition for Strengthening of the POA Act and its Implementation, a Coalition of about 70 Dalit and Human Rights organizations, marking 20 years of the completion of the Act and is now touring the country on this mission.  A comprehensive set of amendments required for the strengthening of the SC and ST (Prevention of Atrocities) Act, 1989 and its implementation and amendments in related Acts like the Representation of Peoples Act, the Criminal Procedural Code (CrPC) and the Constitution which was the outcome of the consultations of this National Coalition has been sent by him to the Government in 2009 and awaits implementation. These amendments include a number of important provisions which he tried for in 1988-89 but could not get included in the Act of 1989 which he spearheaded as well as the findings from the grassroot experiences of activists in the last 20 years.

  • He was Chairman of the Peoples Commission against Atrocities on Dalits.

  • Member, National Advisory Council of the Institute of Human Rights Education, which has pioneered meaningful human rights education in thousands of schools in many States of India.

  • Chairman, Institute for Social Advancement (ISA), Thiruvananthapuram, Kerala.
